Introduction

In a significant move towards ensuring housing for all, the Haryana Cabinet has approved two key housing schemes: ‘Mukhya Mantri Shehri Awas Yojana’ (MMSAY) and ‘Mukhya Mantri Gramin Awas Yojana’ (MMGAY). These schemes aim to provide affordable housing to economically weaker sections (EWS) in both urban and rural areas of Haryana. Let’s delve into the details of these initiatives, their eligibility criteria, benefits, and application processes.

Mukhya Mantri Shehri Awas Yojana (MMSAY)

The ‘Mukhya Mantri Shehri Awas Yojana’ was approved by the Haryana Cabinet on July 12, 2024, under the chairmanship of Chief Minister Nayab Singh Saini. This scheme is designed to extend housing facilities to economically weaker families residing in urban areas who either do not own a house or live in ‘kutcha houses.’

Key Facts and Features

  • Launch Date: February 1, 2024
  • Beneficiaries: 1 lakh families belonging to EWS with an annual income of up to Rs 1.80 lakh
  • Plot Allocation: Each eligible family will receive a 30 square yard plot to construct their own ‘pucca’ house
  • Financial Assistance: Up to Rs 1.5 lakh per beneficiary for house construction under the beneficiary-led construction (BLC) vertical of PMAY-U
  • Interest Subvention: For housing loans up to Rs 6 lakh, the state government will cover the total interest for the first two years, up to Rs 35,000 in the third year, up to Rs 25,000 in the fourth year, and up to Rs 10,000 in the fifth year

Eligibility Criteria

To be eligible for MMSAY, families must:

  • Have an annual income of up to Rs 1.80 lakh as per the ‘Parivar Pehchan Patra’ (Family ID)
  • Not own a ‘pucca’ house in any urban area of Haryana
  • Have participated in the demand survey conducted between September 13, 2023, to October 19, 2023, and January 5, 2024, to January 19, 2024

Eligible families can apply through the official website (hfa.haryana.gov.in) by following these steps:

  1. Visit the website and click on the relevant link for the application.
  2. Enter the required details, including the Family ID and income proof.
  3. Submit the application and wait for the provisional allotment letter.

Mukhya Mantri Gramin Awas Yojana (MMGAY)

The ‘Mukhya Mantri Gramin Awas Yojana’ targets rural housing needs, ensuring that all rural residents have access to habitable and affordable dwelling units. This scheme is aligned with the state’s goal of sustainable rural development and fostering vibrant communities.

Key Facts and Features

  • Implementation Period: 2024-25 and 2025-26
  • Beneficiaries: Families who did not receive plots under the Mahatma Gandhi Gramin Basti Yojana (MGGBY)
  • Plot Allocation: Up to 100 square yards per eligible family
  • Financial Assistance: Up to Rs 1 lakh or the actual price of the plot of land, whichever is less

Eligibility Criteria

To be eligible for MMGAY, families must:

  • Not have received a plot under MGGBY in the last 15 years
  • Be registered with the Rural Development Department’s list of beneficiaries

Application Process

Eligible families can apply through the Rural Development Department’s designated process. The department will provide a list of beneficiaries who were supposed to receive plots under MGGBY but did not get possession.

Benefits and Exemptions

Both schemes offer several benefits and exemptions to ease the financial burden on beneficiaries:

  • Waiver of Charges: MMSAY beneficiaries will be exempt from building approval charges, development charges, and the betterment levy.
  • Registration Fee: The registration (conveyance deed) fee for the plot will be a nominal Rs 500.
  • Water and Sewerage Connections: Charges for water and sewerage connections will be waived at the time of application by the concerned authority.

Implementation and Impact

The Haryana government, through the Department of Housing for All, will oversee the implementation of these schemes. The MMSAY integrates with the Pradhan Mantri Awas Yojana-Urban (PMAY-U) to ensure a cohesive approach to urban housing. The MMGAY will be implemented by the Rural Development Department, focusing on sustainable rural housing solutions.

Conclusion

The ‘Mukhya Mantri Shehri Awas Yojana’ and ‘Mukhya Mantri Gramin Awas Yojana’ are significant steps towards achieving the goal of housing for all in Haryana. By providing affordable housing solutions to both urban and rural poor, these schemes aim to improve the living standards of economically weaker sections and promote inclusive development in the state.
